I'm trying to convert from 40 hole TO 25 hole. I want to eliminate some holes. I figure it can be done, just worried about structural integrity.

why would you want that? Just get some custom lips made, (if money aint a issue)

Is it possible to have the rivets on the face of a wheel to be filled and redrilled?

I have wheels that are 40 hole, but I want to convert them to 25 hole.
