Damaged Steel Jackets HELP!

I bought a set of Lexion X503 for a steal of a price. The two fronts have damage to the stainless steel lip jacket that Rays presses onto their two piece wheels. The wheel shop I took them too said that there is no way to fix the jackets and they will have to be removed and then the wheels will have to be refinished. Does this sound right? Anybody have experience with this? Whats the best way to go about removing them? Ill post pictures tomorrow after I pick them back up. Thanks
