It's done from the factory for this particular wheel so I am unsure how they do it.
But the normal "neochrome" is pretty cool. It's call TiN Coating (Titanium Nitride) they use a technique called PVD (Physical Vapor Deposition) and it's done in a vacuum chamber.
Read into that if you want some more info on it. I saw it at a trade show before it started popping up in the automotive industry and they were basically showing it off as a new form of coating things for protection (it was originally used for lighting due to it heat resistance)
This site use to do it for Honda guys, but they have no price on it anymore
