its a budget car because all he bought was wheels tires and suspension, he most likely mad everything himself, it cost almost nothing to make something rust, you just take the paint off.......

i dont get how its a low budget car, so the perfect fenders get rusted, and you buy extra parts to make a good condition car look worse than it did in the before picture. the wheels and drop alone would have been sick
