neogens are garbage. okay for stretch and great for camber. but any type of performance is thrown out the window an theyre scary to drive on

sideway heats up past op temp, wears out the chords on the inside of the sidewall and then catastrophic failure like seen above. Glad the car and you brother are alright.2001 Honda S2000

Lets be real here...
Your brother had to have been driving on a flat for a while for the tire to come apart like that. A good tire will stay beaded even though its out of air. It looks like your brother drove on the flat long enough for the wheels to cut the side walls off.
I run stretched FK452s on the street and RT615s on the track. I've never had an issue that was caused by the tires. I think its safe to say I'm a little harder on tires too.
That being said, no matter what tires are on your car keep a close eye on your tire pressure.

I'm with him^^ I've been running stretched falkens for years. That looks like a definite result of riding around on a flat or low pressure for a while. I had to limp home on a flat one day because the wheel wasn't holding air any longer. I figured I had done some damage to the tire, so I took it off to investigate. I found that the sidewall had torn about an inch right where yours had. Stretched or not (mine was a 205 on a 7), riding around with a low tire pressure or flat tire can do damage to the sidewall quite quickly regardless of what brand the tire is.

Well damn. I had this happen to me many yrs ago running falken 451's.
I was passing someone on the autobahn at about 135mph hit some road trash. Tire looked just like op's before i even realized it was flat. I pulled over changed the wheel. My wheel ended up being ok.
