Pardon my ignorance, but how does the tire come away from the upper half of the lip to let the fender sit in... but then at the bottom of the wheel, the tire and lip of the wheel seem to mate?

I don't sense any irgnorance The tire is stretched, thus leaving a "gap" in between the tire and lip of the wheel, where you see the fender sitting.

Yeah I know that it's stretched... but judging by the 6 o'clock of the wheel in the photo where you view the wheel from the rear, it doesn't look stretched down there enough to fit a fender...

I get what youre saying. That is kind of odd, kind of looks like the fender is pushed in between the tire and lip when it's air down..
