Wheels such as 178s and 198s have a center which measures 12.25", commonly referred to as a "16-inch center" since that center size is used for 16" diameter RSs. 178s and 198s have these "double step" lips to upsize them to a 17" diameter.
Wheels such as the 212, which also measure 17", have a 13" center, commonly referred to as a "17-inch center" since almost ALL 17" RSs use these centers.
You can't use slant lips because no RSs came with an "upsize" slant lip (such as the 198s lips) except for 18" RSs, which use the 13" center.

And no, don't tear up some 198s.
