"Maxed out" with the stock springs, they'll have full travel (as intended by Megan). There should still be a pretty good margin left. Varies from car to car though, initial amount of travel makes the difference.
And yes, you can move the bottom mount up until that's bottomed out and not lose any travel at all. Loss of travel would only happen if you 'droop' the spring.

Pavel, your too humble, I know you know a lot about cars and coilovers.
Here is a pic of what they look like:
The fronts are on the left.
The bottom silver piece is what adjusts the height. In this pic it is spun as close as possible towards the spring to lower it as much as possible.
A shorter spring will allow me to run this up the shock body more so I can go lower. I can set the preload to be the same and the shock travel shouldn't be affected at all.

Well. if you say they are maxed out then I assumed that body of the shock can not go any lower and that you have almost no preload. I dont know everything but I do know a thing or two about coilovers.

make sure you dont run out of shock travel. What happens a lot people lower their car and its not enough. they get shorter springs and car still seats same.

Think about it though. Tiburons are already lower in the front than Spectra's, so they don't need much adjustment to get low. Like I said shorter springs and taking out the locker things will allow me to go almost another 2" in theory.
As it is though, these run a shit ton better than cut coils do. Its stiff, but it isn't bouncy and there is no dive or squat when accelerating or breaking.
And since the pics they have settled about 3/8" more. My fender to ground clearance is just under 23"

Installed coils today and did an alignement. Fronts are all the way down and I am pretty bummed with the results:
Gonna take out all the lock rings at some point and look into shorter springs. Oh yeah, I like my wheel color by the way...lol
