I see you are running blocks on those leaf springs? Thats why you cant go lower? Because the blocks move the mount close to the ground?
I have had bloks on my volvo 360 too, but I found a company( that works with custom truck springs, they can recalibrate the leaf spring to any hight you want to and you can ditch the lowering blocks! my leaf springs was done -9cm and it works great, the leaf spring even got a bit stiffer
Maybe there are shops that can to that for you over there
