I live in Baden-Würtemberg and my Council is called Rastatt so I do get a Plate that says RA-.... it has nothing to do with the state your in...
there a small round sticker between the Council- and the part you can choose where the State is writtem in...

Yep and Bas does not live in Köln directly his Council is called Rhein-Erft Kreis, i'm not sure why they get BM- plates....
