Yeah far from ideal sizes. Didn't realise the first set were 16's but haven't seen either designs before. Like them lots

How does it work there? Do you pay more for that?

First letters are determined by the area you live in, (1-3 letters) next comes 1-2 letters and up to 4 digits which you can freely choose for a small fee depending on area. In my area it's roughly a 12€ fee for reserving the desired plate. No fee if you let them choose a random plate.

Do you get personal plates at all? That is such a sweet deal if you live a decent area.

The first two Letters are done by City Council for example B-.... for Berlin or M-.... for Munich.
