There's no magic formula, sure there are different chemicals you can coat the steel in to attempt to change the way it oxidizes, but the other factors (temp, humidity, steel quality, atmospheric conditions) are pretty much out of your control. If you want a rusted part pick up a spare fender/hood/trunk lid and get to testing in your neck of the woods. What works well in a warm dry part of the country this week will have little to no effect in cooler wetter parts of the country the next. If you try something and don't like the way it turns out hit it with the sander and go again.
I have seen all of the below chemicals used to oxidize different metals for effect with differing results.
vinegar
hydrogen peroxide
salt
ammonia
hydrochloric acid
muriatic acid
copper sulfate
mustard
horseradish

I really would love to know how mike did it on rusty though. Before the chop top and diesel oil. I like the kinda orange look.
