Rusting centers?

wheels are also a bit more critical to the operation of a car than a hood or some body panels. just my $.02

As has been stated, aluminum (wheel material) can't rust. It oxidizes, but when it oxidizes, it actually seals itself from further oxidization so it won't effect the critical operation of wheels.

As has been mentioned, aluminum doesn't really "rust" as much as just oxidize...but you could always paint the centers with reactive metal paint to give it a steel finish that would eventually rust in the elements.
