the largest Real RS is 18" diameter. if you have 5k you might be able to find a set. With that said, if you really want a 19" set, you would have to have custom barrels and lips made, and basically buy a 17" set just for the centers. very expensive.
I was in process of designing and having fabricated a 19" set of RSs with RS285 centers, but the bill for the one off lips and barrels was 3300. didnt include the centers, hardware, tires.. so yeah.

a 18" is available by using faces from a 17" rs with custom step up barrels and lips. Rotiform sells these pieces.

ive never seen a 19 or 20" rs

Vrwheels.com have good price for rs ! but for custom ones you would need to order your lips , bolt separatly i think ! ( tunershop.com have that )
btw maybe rotiform can build it for you custom .. but not sure about that !
    wait for others response

How would i get my hands on a set of custom BBS RS's, built to my specs.

Is it a case of buying all the different components, and pairing them up correctly?

Are there companies that source them?

is it even possible to get them to my specs?

I'm a noob to all this stuff, so....don't obliterate me

    thanks
