THROTTLE CHOKING :eek

My throttle is choking on start off especially on cold mornings, sometimes making the car stall. I had my engine management light on, wen it went in for MOT it failed on exhaust emissions which they said was the cause for the light. They've sorted the emissions but the light is back on again and they don't know why? Any suggestions ideas??
