odd noise when driving below 60psi

when my front bags are below 60psi and i hit any bump in the road there is a slam noise, its not from ym car (subframe or anything like that) i can tell its coming from the suspension. anyone experience similar issues or what this might be? could it be the bag compressing all the way?
