what wins in a fight, tires or fenders

in a low clearance car on a bumpy road what wins, the tire or the fender? for instance if your front wheels are drastically turned and the shocks compress over a bump what is going to get damaged first, the tire or the fender? im just wondering as ive never had a really slammed car always had about 1/4 in of front gap with stiff ass springs.

if you are going slow, nothing really will be damaged.........at a higher speed, it most likely will be the fender. it will be bent in the area the tire comes in contact.
